SENIOR SYSTEMS ANALYST/PROGRAMMER

 Summary:   Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system by performing the following duties.

Essential Duties and Responsibilities: include the following. Other duties may be assigned.

  • Systems Analysis
  • Database design and development
  • JAD facilitation
  • Testing and implementation lead
  • Technical requirements analysis and specifications development
  • System and application training
  • Training documentation development
  • Ensure Quality Control over enterprise tools that are being tested and implemented
  • Provides limited help desk support to internal and external customers
  • Maintains records of all design, development and testing efforts
  • Coordinates application enhancements to existing computer systems including: Technical requirements analysis and specifications development and liaison between vendors and clients.
  • Appropriate cost-benefit analysis is conducted on enhancements or modifications. Adheres to home and client department polices on information security and confidentiality
  • Developing and assisting users in business process modeling and tools

This job has no supervisory responsibilities.

Competency:

  • Strong analytical skills in systems and business processes analysis
  • Working experience with Microsoft products including SharePoint, WSS, SQL Server, Microsoft Analytical Services.
  • Strong working experience with .Net and Java programming languages
  • Strong focus on Interpersonal communication with staff and clients
  • Ability to act as Technical lead on projects
  • Focus on organization skills

Education and/or Experience:

Bachelor's degree (B. A.) from four-year college or university; or one to two years’ related experience and/or training; or equivalent combination of education and experience.

Language Skills:

  • Ability to write routine reports and correspondence.  Ability to speak effectively before groups of customers or employees of organization.

  • Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. 

  • Ability to write speeches and articles for publication that conform to prescribed style and format.

Mathematical Skills:

  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.  Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

Reasoning Ability:

  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only a limited standardization exists.

  • Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.

  • Ability to define problems, collect data, establish facts and draw valid conclusions.

  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

  • Spreadsheet Software

  • Internet Software

  • Word Processing Software

Certificates, Licenses, Registrations:

  • BA, SQL Server Certificate

Other Skills and Abilities:

  • Understanding of Medicaid related systems issues, Microsoft Portal, MS Access, MS SQL Server, MS Project Server

  • Knowledge about Service Oriented Architecture will be a plus
