While we possess extensive
experience developing RFPs and providing procurement
support for MMIS systems and Fiscal Agent services, FOX
has assisted a number of other governmental healthcare
organizations at the state and county level in procuring
new systems and professional services.
To support this type of work, FOX has developed
comprehensive methodologies and templates for creating
procurement documents. We also have developed evaluation
criteria and associated training materials for client
evaluators, and provided support for site visits, oral
discussions, and reference checks. FOX has experience at
all levels of procurement documentation development,
from responsibility for writing entire RFP documents or
specific sections to the editing of others. FOX is
comfortable in any role because its RFP development
consultants are seasoned veterans.
RFPs are typically the most complicated type of
procurement document.
Preparing a comprehensive RFP that will elicit sound
proposals is a major effort that involves the following
types of activities:
-
Preparing Annotated
Outlines
-
Performing Quality
Control on Format, Language, and Contents
-
Reviewing and
Commenting on the Various Sections
-
Updating RFP Sections
-
Producing a Draft of
the Completed RFP
-
Obtaining Preliminary
Approval of the RFP
-
Obtaining and
Incorporating Oversight Agency
-
Comments
-
Obtaining Final
Sign-Offs
FOX can also provide
expert services in the development of proposal
evaluation criteria. The importance of this aspect of
the procurement process cannot be overstated. Government
procurement rules can be complicated, but FOX is able to
develop comprehensive evaluation documents that clearly
define the criteria to be used for evaluation. In
addition, if needed, our services include training the
client evaluators.
Typically, evaluation factors identified in an RFP
include:
-
Robustness of the
proposed system (if it is a system procurement)
-
Compliance with laws,
rules and regulations
-
Proposed technologies
-
Vendor capabilities
and experience
-
Key staff capabilities
and experience
-
Implementation
methodologies and approach

FOX project managers
always meet senior client managers to determine the
objectives of the procurement and identify the most
important evaluation categories. These are important
tasks, but clients want to attract as many qualified
bidders as possible. Healthy competition will result in
better solutions at a better value.
FOX also wants its clients to be fully informed of the
consequences of RFP evaluation choices. Consequently, we
pay special attention to this part of the procurement
process and compile what if scenarios to help our
clients meet all contingencies. Our RFP experts promise
to develop proposal evaluation plans that address all
objectives.
