The key to successful HIPAA implementation activities is planning! Consequently, a detailed and complete implementation plan is essential. HIPAA implementation planning requires an understanding of not only HIPAA, but also the organization’s systems architecture and business environment, familiarity with the compliance options to be implemented, and expertise in corresponding implementation methodologies.

FOX has prepared HIPAA implementation plans in both government and private enterprise healthcare settings. Privacy and Security implementation plans have been developed to address all policy and business environment related changes that are necessary for compliance. We have developed Transaction and Code Sets implementation plans that run the gamut from partial to full system remediation options and include both translator and clearinghouse compliance options. FOX utilizes its broad knowledge of the HIPAA regulations, healthcare operations, systems and methodology to provide clients with a clear and detailed implementation plan. These plans typically include all elements of the HIPAA implementation including hardware implementation, software implementation, interface development, training and documentation, policy and procedural changes, and communication with affected trading partners or business associates. The plan also includes details on resource and time requirements not only for the implementation but also for post-implementation operations. The plan is presented to the client in a clear and concise manner both as formal deliverable documents and as an executive presentation.

FOX consultants include project managers, regulatory compliance experts, business analysts, systems programmers and analysts, training and documentation specialists, operations research specialists, clinical/medical specialists, workflow solutions experts, and web-based technology specialists who together provide FOX with the expertise required to take on the most complex HIPAA implementation planning requirements.

FOX also develops HIPAA contingency plans to ensure business continuity should primary implementation plans fall short. As the October 16, 2003 deadline for Transactions and Code Sets compliance approached, many of our clients became aware that critical Trading Partners were not ready for HIPAA and that options for maintaining existing mission-critical business data exchanges were needed. CMS continues to focus on obtaining voluntary compliance and using a complaint-driven approach to enforcement of the Transactions and Code Sets regulations.

In the event that a complaint is filed, CMS notifies the Covered Entity, which must then:

  • Demonstrate compliance

  • Document its continuing good faith efforts to achieve compliance

  • Submit an appropriate corrective action plan
