We have consulted to state and county public health departments for such programs as WIC, public health, immunization, maternal and child health, epidemiology, emergency medical services (EMS), public laboratories, vital records, and emergency preparedness. Services include management consulting, data reporting, business process improvement, strategic systems planning, and HIPAA assessment and compliance.

Highlights from some of our public health projects are found below:

  • Assisted the New Mexico Department of Health in various system projects including procurement and implementation of a statewide public health system, development of a healthcare caregivers Criminal History Screening (CHSO) System, performed Independent Verification and Validation (IV&) of state hospital and facilities systems and statewide immunization registry, and other systems for other public health programs.

  • Completed HIPAA Security, Transactions & Code Sets assessment for County of San Diego Health and Human Services Agency which included public health programs. FOX team performed gap analysis and recommended compliance planning for HIPAA Security standards.

  • Performed HIPAA Security assessment, Criticality Analysis and compliance planning project for Mississippi State Department of Health (MSDH).

  • Performed HIPAA assessment and gap analysis for the Colorado Department of Health

  • Completed HIPAA EDI, Privacy and Security assessment and compliance planning project for the Los Angeles County Department of Mental Health (LAC DMH), which is responsible for countywide mental health services administration through a network of county clinics and contract providers. The FOX team performed the gap analysis in legacy systems and developed a detailed compliance plan identifying the necessary technology, architecture, approach, tasks, schedule and budget for compliance.

  • Conducted HIPAA EDI assessment and compliance planning project for the Los Angeles County Department of Health Services (LAC DHS), one of the largest county health departments in the country (with more than 1.8 million clients and an annual budget of $5 billion). This project included the County’s Alcohol and Drug Program. LAC DHS operates a network of acute and rehab hospitals (6), and over 300 outpatient facilities. FOX was responsible for conducting HIPAA assessment for the six County hospitals, the public health programs, and the managed care organization operating a Medicaid HMO. The FOX team performed the gap analysis for legacy administrative, HIS and ancillary systems and is developing the architecture, approach, tasks, schedule and budget for compliance.

  • Developed HIPAA gap assessments for state Medicaid and public health agencies in Oregon, Colorado, Alaska, Vermont, and New Mexico and identified HIPAA compliance requirements for the new managed care system that it is helping the State of Tennessee procure.

  • Performed HIPAA gap analysis services for the Tennessee Commission on Aging and Disabilities and the Tennessee Department of Children’s Services

  • Completed HIPAA transaction, privacy, and security assessment for Henrico County, Virginia, including the County’s mental health office

  • Carried out HIPAA transaction, privacy, and security assessment for Broward County, Florida, including the County’s mental health office

  • Produced HIPAA Transaction, Privacy, and Security assessment for Hillsborough County, Florida, including the County’s mental health office

  • Assisted the California Primary Care Association, a membership organization comprised of California-based primary healthcare centers and clinics, in its strategic planning efforts by conducting a member survey, interviewing key stakeholders, analyzing outcomes and accomplishments subsequent to the prior strategic plan, facilitating a strategic planning retreat, and drafting the strategic plan.

  • Performed program and financial analyses to determine program components that were cost effective and made recommendations regarding the budgeting and reporting process for the California Family Health Council. Activities included interviewing clinic directors, program managers, financial directors, teen clinic workers, nurse practitioners, and teen clients during site visits and reviewing proposals, budgets, financial reports, annual reports, and other documentation to perform analyses.
