FOX understands not just healthcare, but also healthcare
systems, and has created a specialty in the development
of information system requirements, both functional and
technical, for behavioral systems.
Behavioral health encompasses both substance abuse and
mental health, and involves the long-term, often
lifetime, care of a client. Consequently, the need for a
longitudinal mental health record is paramount. There
are interfaces between the Behavioral Health services
for both local and state governments and their law
enforcement, judicial and forensic, and a total systems
approach is often needed to actually create a
requirements database.
HIPAA has been a difficult challenge for behavioral
health agencies because HIPAA was designed around a
medical model of care and physical medicine services.
Behavioral health has had its own coding systems (e.g,
DSM) and strict Privacy standards which have to be made
compatible with HIPAA standards and the national
Designated Standards Maintenance Organizations have not
have the expertise and inclination to readily address
these challenges. At FOX, we understand and will work

Security, Privacy and Transactions & Code Sets
assessment for California Department of Mental
Health (CA DMH). FOX Team performed gap analysis,
covered entity assessment, provided compliance
recommendations and is currently involved with
project management to remediate for full HIPAA
compliance.

Conducting a
Transactions and Code Sets assessment, gap analysis
and requirements determination along with system
recommendations for the California Department of
Health Services (CA DHS) Short Doyle/Medi-Cal System
for Mental Health and Substance Abuse.

Performed IV&V for the
implementation of a behavioral health system for the
New Mexico Department of Health

Implementation of a
Cerner Enterprise System for behavioral health
(which included the County’s alcohol and drug
program services), public health and correctional
medical programs for the Orange County, California
Healthcare Agency (HCA). The system provides
electronic medical record, scheduling, clinical and
administrative tracking, billing, and other
enterprise functionality.

HIPAA EDI, Privacy and
Security assessment and compliance planning project
for the Los Angeles County Department of Mental
Health (LAC DMH), which is responsible for
countywide mental health services administration
through a network of county clinics and contract
providers. The FOX team performed the gap analysis
in legacy systems and developed a detailed
compliance plan identifying the necessary
technology, architecture, approach, tasks, schedule
and budget for compliance.
