Mr. Mkrtichian is currently the Chief Technology Officer for FOX Systems. He is also an experienced healthcare Project Manager, Senior Business Consultant and Clinician with extensive experience in HIPAA, EDI, healthcare enterprise wide project management, full cycle software development and testing; total quality management, business process re-engineering, and team structuring. He is skilled in planning and tracking projects, managing change control, and performing all phases of the Application Development life-cycle, and has 17 years of diverse leadership experience in executive medical management, business and IT strategic planning, large budget project management, software development and testing, and over 10 years financial and health-related experience.

Matthew C. Bailey
Senior Engagement Manager, Public Health
Mr. Bailey has 24 years of experience in project management, organizational development, and strategic systems design in the healthcare environment, and includes providing HIPAA consulting services to the New Mexico Department of Health. He has managed projects for Confederation Life and Pacific Mutual Insurance Company.

Mr. Goldberg is FOX’s Director of Resource and Knowledge Management, responsible for oversight of project staffing and managing deployment of tools and methodologies for all FOX projects. He has over 24 years of healthcare experience in health system integration, managed care, strategic planning, business plan development, industry research and privacy. Over the past several years, he has managed a number of large projects, including the procurement and implementation of a managed care-focused Medicaid Management Information System. He is a member of the FOX HIPAA Consulting Team, which has performed HIPAA gap analysis, training, and implementation projects.

John K. Thurman
Director of Consulting Services
Mr. Thurman, the FOX Director of Consulting Services, is an Information Technology, MMIS and HIPAA Subject Matter Expert with over 30 years of complex information systems experience. He is a skilled Client Executive and Project Manager with expertise in quality assurance, quality management, and IV&V for the design, development, procurement, and implementation of complex, large-scale MMIS/DSS systems. He has served as a Chief Information Officer for a large Teaching Medical Center, an HMO and a State Department of Health Services. His management of HIPAA projects includes the assessment of readiness for HIPAA Privacy, Security and Transaction processing requirements. He provides a strong knowledge base of activities related to patient, provider, employee, and business information and the relationships between HIPAA policies and procedures and applicable federal and state regulations.
