experience assisting public and private healthcare
programs. She is a nationally respected Medicaid,
managed care, and HIPAA Subject Matter Expert. She
served as the Technical Manager for the Medicaid
HIPAA-Compliant Concept Model (MHCCM) project for
the Centers for Medicare & Medicaid Services (CMS)
and is now a member of the CMS Medicaid Information
Technology Architecture (MITA) Project Team that is
establishing guidelines for states to follow in the
future implementations of upgrades, enhancements,
and replacements for the MMIS.

Mark K. Shishida
Chief Executive Officer
Mr. Shishida is the Chief Executive Officer of
FOX Systems and has over 30 years’ experience with
Medicaid, and other federal and state health and human
service programs. He has knowledge of health and human
service information systems design, development and
implementation; Independent Verification & Validation
(IV&V); and business process reengineering and

Desh B. Ahuja
Executive Vice President & Chief Financial Officer
Mr. Ahuja has over 25 years of experience in
designing, developing, implementing, managing and
operating large-scale management information systems in
the healthcare and public welfare organizations. Mr.
Ahuja has assisted 12 healthcare organizations in both
the public and private sector in developing their IS and
IT strategies, procuring and installing system
solutions, and assisting in the management and operation
of their programs.

William F. Larkin
Vice President for Business Development
Mr. Larkin, the FOX Vice President for
Business Development, is an outstanding MMIS and HIPAA
Subject Matter Expert with expertise in project
oversight, quality assurance, and Independent
Verification and Validation (IV&V). He has 27 years of
healthcare industry experience, including extensive
senior project management and systems analysis in the
design, development, and implementation and operation of
large MMIS and other large scale healthcare information
systems.
